My first time through, I didn't bother with runecrafting. Now I am. Now I wish you could just buy 'um and be done with it. Plus, add to this that I'm the 2nd most ignorant person on the planet...
Sooo...to make a Paragon whatever, you need 32 novice runes + 63 blank runestones + 56 etching agents= a total of 151 items. My backpack holds 125.
What's the procedure??

As I recall, crafting items stack, only complete runes occupy one slot per item.

As the 1st most ignorant person on the Planet (as proven by the structure of the beginning of this sentence) I agree. I did find myself wishing that I could just buy the darned things as well.
Not a Game-Breaker for me in any way...I ended up making out OK with the "lower-end" Ruins (on a Normal Playthrough) and I saw more value in adding to the other new Talents.
I did like the fact that the Talent was available, though. No one's going to hit a Home-Run every at Bat, but it was nice to see Bioware didn't just keep things the same.
