Mass Effect was an amazing shooter? Even after I upgraded the weapon skills, it was not an amazing shooter. It was a serviceable shooter at best and only if you invested your skill points to make it so.
ME2 was a much better shooter from top to bottom. The only things that ME1 had for it that ME2 didn't improve on in terms of shooter gameplay were the removal of a passive cooling option and shifting to powers rather than mods, though it makes the game flow better than trying to stop the game to go into a menu and swap out a mod.
The weapons in ME2, even though they were "limited" had greater depth and performed noticeable differently. There's basically a weapon for everyone and you can wield it based on your own proficiency.
The cover system in ME2 was superior as well. An ME2 Pinnacle Station is a dream of mine because it would have been a much more entertaining ride with the ME2 combat system than it was when it highlighted the flaws of the system in the first game.
As a big shooter fan going back to the early 90's, I feel that what I've heard so far makes it sound like ME3 is taking a solid blueprint and adding in some more value. If this also comes with greater RPG elements... great. ME2 could have used more. That's where ME1 had an advantage. Not the shooter gameplay.
