DAO had the excuse that the templars were mostly outside and you needed to leave before the finished the rite. DA2 had none.
The reason is clear enough. The Devs want you to side/sympathize with the Templars because apparently too many people like the mages in DAO. If they showed Templars doing what they really do on screen, no one would support the Templars at all. Killing children on screen is tends to alienate people away from you real fast.

That said, it's information that could be given to the player without a graphic cutscene. When Orsino pleads for the Champion's help, 'But there are children in the Circle! Some as young as six!' would be very effective.

Are they? I'll see it again in about an hour or so on my third play through; but if that is the case, then it was poorly communicated. Much respect for David Gaider, but regardless of what he says on the forums... if it doesn't make it into the game or landed on the cutting room floor somewhere along with auto-attack and much of the rest of the game... it didn't happen. Later, when, you slap her frowny face around a bit... she explodes and the Templars all bow to Hawke... so at that point, I don't think anyone is questioning his decisions.

Gaider already addressed that during the Right of Annulment, any mages who are spared are forced to undergo the Rite of Tranquility.

If I recall correctly it's death by murder knife, but you don't see the knife.
