Well it's not totally surprising that Bioware is going the route of some squadmates returning, while others more or less do not. That's what they did in ME2, albeit somewhat selectively. As Vigil would say: "This was one of many outcomes that was anticipated."
I should probably attempt to find an old thread or two I made analyzing squadmate viability. I think the most important thing about characters is what impact they have on the story. It was kind of obvious that in ME2 Ashley/Kaidan and Liara we're given plot armor so that could probably be in ME3. Well that has been pretty much confirmed at this point.

RELEASING CONTROL
My gut feeling tells me that ME2 characters are going to be largely regulated to temp roles. And while being a temp squad member is better then nothing, it's still basically a glorified cameo. Albeit "Horizon" was the only cameo I didn't care for. That said it would be nice if Garrus and Tali remained full-time squadmates (and this is rather universal among fans). Also both seem fairly faithful to Shepard no matter what. I'm guessing if they are dead they could be replaced by a Female Turian/Male Quarian just to make things interesting for alternate playthroughs.
However I can't see Bioware doing this for more then 2 characters since that just gets too crazy to create that many alternative characters if they are dead. Plus it's expensive to hire additional VAs, etc.
So I assume for the time being Liara and Ashley/Kaidan make a full return and the rest of the crew is new. In fact we know this James Sanders will literally be the "new guy", partly to help new players feel less lost. I expect ME2 crew will be entirely temp roles or cameos. But I don't mind being pleasantly surprised if I'm wrong.
