If Hawke is the main protagonist:
Merrill (I romanced her, so I feel she needs to return)
Varric (He's in a bromance with Hawke)
Sten (I have a feeling he'll be the new Arishok)
Anders (obvious story reasons, assuming people let him live. Otherwise, some new character or your Grey Warden sibling I guess)
Isabella (her new ship seems like the most likely way for everyone to escape Kirkwall)
Arianne (no real reason)
Finn (he's travelling with Arianne now)
Cassandra (I know we're not supposed to include her, but I seriously see her being a party member)
If the Warden is the protagonist:
Morrigan (romanced her, did the OGB ritual, and went through the Eluvian with her)
Leliana (also romanced her. What can I say? My Warden loves them both)
Female Tal-Vashoth Warrior
Fenris (now that he's free from Danarius, he's seeing the world on his own terms)
Alistair (it's his best buddy!)
Connor (the Warden helped him, and he feels he owes him a debt)
Cassandra (again, she's got potential. Plus I see her being a companion anyway)
New protagonist (Maybe a Seeker?):
Velanna (romanceable)
Nathaniel (romanceable. If you don't romance him or Velanna, he romances Velanna)
Silas Corthwaite (from Leliana's song.)
Cassandra (romanceable)
Varric (romanceable)
Sigrun (we need some perky dwarven goodness)
Feynriel (he has mastered his powers, and can help greatly in the Mage war)
Personally, I see DA3 playing out as the Warden and Hawke return and side with whatever side Hawke sided with, which the Seeker is a part of. Then, an army forms, and you can choose to play either as your Warden, Hawke, or a new character. But all three groups will be seen in the army and you'll be operating out of a main army camp. Does that make sense? I'll try to explain it better if it doesn't.
