DLC installed properly but not appearing in game
The content IS listed in your "Downloadable Content"(Main Menu Dragon Age 2)
but shows an * by the DLC name and (Unauthorized) by the version number

To anyone having this problem

You must log in to your account in game (Main Menu in Dragon Age 2)
It must be the same account as your bioware social network i.e. login and password
This removed the Unauthorized from the "Downloadable Content"

Black Emperium appeared for me in game after this

Well that's not a problem with the game since you need to own the dlc and confirm that you own them by logging in. With that in mind it's not so difficult to see that you need to be logged in.
