he is definitely kai leng..The rogue N7 warrior of paul graysson story(I dont wont to spoil the outcome of the novel)
He sure is using implanted reaper tech, he was loyal to cerberus, so probably will be a tough enemy to beat..also N7 elite soldier

The thing is this picture has nothing to do with the guy. It's just on the same page as the sidebar, not a part of it. Might as well have nothing to do with it alltogether.

I highly suggest the novel. It was a great read and really shed to light some important story elements/characteristics of Indoctrination that was not previously known.

If it's not your thing...then check the wiki...you'll get a nice summary there.

also anyone got any theories on what the shoulder packs on the new armors are for? Do you keep medi gel in there?
