Given the ending, are we to assume Orsino was a blood mage all along?
Or was that the moment he cracked and gave in to blood magic/abomination badassness?

Lets just say, it's safe to say he studied it well enough. He also supplied information/books to Quintan for his studies that eventually made a corpse bride with Hawke's mother for a head. Orsino just says how it was rushed and messy almost. Enough to uncover and make the mages look bad. But he seemed happy with it being researched as long it didn't lead to him. That or he probably would have said something about the missing women besides bones and things over the years.

Orsino for the sake of the story just comes across nice. Though he also heals your sister it appeared if she joined the Circle. So he's a healer. But he appears to be aware of the blood mages as well. Telling you where to meet them in Act 3. I think him like that annoying Sister/Mother Petrice. A person who knows what is going on but puts on the nice face in public. Orsino couldn't look like a Villain yet though to help people think that maybe all mages are victims including Orsino. When he probably isn't as much the Victim but one of the ones Meredith was hunting. Probably why he wasn't helping her find the Blood Mages in the Circle.

That's the question, isn't it? As Torax pointed out, Orsino's had dealing with Quentin. He's fascinated by the man's research even if he doesn't explicitly condone it. I'd say Orsino at least had one foot in questionable activities, but he probably wasn't a regular user of blood magic.

That being said, we should also remember the Band of Three's writings. The Kirkwall Veil is much, much thinner than anywhere else in Thedas. Demons are more powerful and can approach even non-mages. I think it's likely much easier for mages to turn to blood magic here (indeed, their numbers are higher in Kirkwall than outside it). That's not an excuse, what Orsino did was still wrong. But would he have done it if the story took place in Ferelden or Starkhaven or anywhere else for that matter? How much did it influence him?

That doesn't sound like someone who doesn't understand what Quentin is doing and is only grudgingly approving. Orsino is as twisted as Quentin and deserves far worse than his fate, as does Quentin.
