defintely the casteless... i pitied them when i was playing DAO... they have NO chance of redemption...
at least the mages have some sort of comfort (the circle of magi seem a nice place until the templars starts abusing) and the elves are generally just ignored...

where do you pull that many from? We've seen two clans and you call that many? also, many =/= all. Just because one clan will be a bunch of douches to refugee city elves doesn't mean every other clan will.
I can think of two examples of City Elves who have been met with hospitality.
- Pol - Fleeing from Denerim for stealing, Marethari's clan took him in and helped him settle into a life among the Dalish.
- Aneirin - The elven mage that was Wynne's first student and a last teacher of hers. Fleeing from the Templars and the Circle, Zathrian's clan took him in for a brief amount of time and showed him their way of life. However, he felt he didn't belong there either just as much as he didn't belong in the Circle, and bid the clan farewell.
Maybe it's restricted to individual Dalish elves huh? I doubt the whole clan feels the way one arrogant Dalish might. Velanna certainly despises City Elves, but then again... she despises everyone.
Plus, they probably just don't like how they choose to live their lives in squalor. If the City Elves said they would rather live free and as nomads, they'd take them in. I doubt they hate the city elves, but rather hate how comfortable they feel living in such a poor and filthy environment.
EDIT: Wow, my reading skills must really be off lately. When you said "Many of the Dalish don't consider city Elves as Shemlen anymore", I read that as many elves do consider City Elves as Shemlen. That's what I get for typing at 3 in the morning.
