Have you tried using older drivers?
I'm getting excellent frame rates with my laptop AMD 5830 card, which is limited to GDDR3.
The only areas where frame rate dips is exterior where there are moving cloud shadows on the ground, like sundermount, or in cutscenes with a lot of fire in the background.
I'm using a really old Catalyst driver from March 2010 and settings are 1920x1080, SSAO, DX11, high res texture pack, very high detail setting, 16 x AF, 2 x AA. (running on a laptop with 1GB AMD Mobility 5830)

The only problem in a DA2 exclusive fix, is that in DA:O there are still many issues with Alistair, Zevran, Morrigan and even Leliana.
If someone of you would just go poke around on Dragonage Nexus, there are a few mods that fixes a lot of issues.
Yes they restore much content that was left out (don't know if on purpose or error), but that's not the issue.
There are real bugs still in their romances or dialogues.
I mean, just for example, one of the most obvious is that during the dark ritual Morrigan and Alistair refer to Alistair as being king even if you put on the throne Anora.
This is just an example and it doesn't affect the ending slides if I'm not mistaken, but there are many others...

Did you try a new Patch 1.02 playthrough, or is this an older save?

I am Failing silently after pressing play, i have patched with both 1.01 and 1.02 but none of those patches have solved my problem.

I also have been experiencing this bug. I installed the patch after I started the quest. When I killed Jeven, there wasn't any upgrade for Aveline. I decided to load and old save file, before having assigned that quest. I had he same problem, there was only the shield in the loot from Jeven.

And after the 1.02 patch, I no longer have the random acceleration freezing thing - but every once in awhile I get some crazy screen tears and blocks. Maybe that has more to do with the fact I DL'd the new driver for Nvidia the same time as the patch.......
Bela/Seb bug no longer exists for me and the Revenant pulls are back.
