The overall GUI issues that WERE described here were caused by a mod.

I'm having this problem.

My PC specs are:
Intel i7 920
3 GB RAM
ATI Radeon HD 4600 (it's updated to the latest driver)

Wow. I'm glad I create a backup directory of the old version then install the new. I may now have directorys titled "Dragon Age 2 ver 1", "ver 1.1" taking up space but at least I can run the game without new bugs creeping in after installing a Bioware patch.

Found the culprit!

It was a mod that was causing all these issues.

This mod (name: By Request - Troll Face Options) was the cause of all these GUI bugs.

If you have that mod, remove it. That should fix your GUI problems.

Ignore the other "GUI mistakes" in the pic. It is a pic of when I still had the mod installed with the other GUI issues.

Even with an empty override folder the taskbar still appears on the bottom of the screen, and even restarting the game didn't help at all.

I don't quite see the issue (aside from the odd spread of ability hotkeys on the actionbar).  Hitting Escape on my abilities screen backs out to the previous menu as normal.  I don't mind the actionbar displaying as otherwise it'd keep popping on and off as I zoomed into and out of specific ability trees.

Stupid mistake has been made. I shall now leave.

Only excuse for this mistake is that I haven't played DA2 in a while.
