How does +X% (Elemental) Damage Work?

I always thought that +10% Fire Damage meant that my attacks do 10% more, in Fire damage.  So if my auto attack does 30 damage, it will add an extra 3 damage of Fire.  Making it 33 damage.  But now I've realized that it probably means that my Fire attacks do 10% more, like Bursting Arrow or Fireball.  The latter makes much more sense to me now that I realize it ha, but still want to make sure.

All sources of fire damage that you deal will do an additional 10% damage, applied additively. Auto-attacks, talents, and quite possibly even grenades.

Right, your second example is correct. So to apply this to your first example: You'll only get 3 more fire damage if your auto attack is already fire damage. If your auto attack does physical, or any other damage type then no soup for you.
