Let's look at the detail with this.
She is the alliance's top expert and synthetic intelligence.
She is the alliance's top system and computer tech.
....This is how she was introduced in Revilations. She part of the team for Dr. Quim and had to be good at it to be part of the team. Any person from the team would eventuly be this. And the fact for the plot to start someone on the team had to be the whisle blower on the team. You can't really hate her for her base character.
She just happens to be the daughter of a very important character, Jon Grissom
....She is not the only characters with important well known family in there sociaties.
Example: Ashley, Miranda, Tali, Liara, Grunt,.
And for the most part her Father, unlike the other characters family, have a very minor role in her Revilations story, but in the seris as well. Here father did nothing but give her advice. He's not important to the plot in anyway.
She just happens to have a VERY RARE trait in being naturally blonde
....Now your just grasping at straws.
Now I'll what her real problem is.....that she has a major case of damsel in distress dissorder. In every book, someone in some way rescuse her.
As for the "She has nothing important to say about the reapers because I know all of it all ready from Sheperd"notion you have, think about it this way.....the majority of the the galxey in the plot does not. The Quarian did not have that info ether, nor could they call Sheperd. So they got the best next thing. She may know next to nother compared to use and Sheperd and his team but she know way more than the rest of the galxey. We, as reads have the advatage of be obnipitant in stories, take note of this when reading one so you won't get angry the someone tells someone else who does know what you know.

Um, blond hair is a recessive allele in the real world (at least the most common forms of "blond"). Revelation just says the phenotype has largely been eliminated. Since the reason for that is never actually given, there's no way to judge how good it may or may not be.

Tali ain't a teenager, and wasn't even in ME1. They don't send kids out on Pilgrimage, unless it's a special case (like Tali's dad and Han'Gerrel after their little stunt). The "not an adult" thing is strictly a cultural/ritual thing. You could be an 80 year old quarian who never went back, and you'd still officially be a "child".
