Okay, so I just started a Mage Hawke.  I noticed that in Lowtown the
Sacred Ashes thing didn't happen where if you let Genitivi publicize the
ashes, there is con artists selling them and whatnot.. This happened
for my last 2 warriors, but not my mage (same save imported).  Was there
something I missed, does something need to happen before they appear or
does this never happen to Mage Hawke or... am I going to have to
restart because my save imported incorrectly?

They've always been there in my saves.. maybe you walked by it at some point? Triggered the conversations and walked away? Have you checked to see if the swindlers are outside Gamlen's house?
