Who is the one man in the galaxy with big enough ball to stand up to stand up to Commander Shepard? Who is the one man badass enough to straight-up tell the most dangerous human to exist to shove his/her hallucinations back in their head? That's right, it's the Turian Councillor. How awesome is he? He practiacally denies the existance of the Reapers TO THEIR FACE. You can't kill something that flat-out REFUSES TO BELIEVE IN YOU.

"Oh," some of you are saying. "He's such a jerk. He doesn't believe anything I say!" Let me ask you this. If some jerk with a gun came up to you and asked for loads of money to destroy robo-Cthulhu, wouldn't you tell him/her where to shove their expensive ship? So let's hear it for the Turian Councillor: the one man in Mass Effect with a lick of common sense.
