When a ring says, "+20% eletrical damage", for example, does that mean that...

1) 'X' eletrical damage will be added to my 'Y' base damage, with no relevance to what my base damage type is
2) damage will only be increased if the weapon I use also does eletrical damage
3) it only affects eletric spells

which one is correct?

In a simplified form, (2) for warriors/rogues, (2) and (3) for mages. There are nuances, but that's the principle.
