Is Chanters' Staff essential for Panacea Anders?

Try the Amulet of Serenity sold @ Sols in the Gallows Act 1 for 1.6g. +8% healing by and to the wearer.

Either that or my Aveline is badly specced but I didn't have problems when I was spirit healer.

ARW fight? Pillars ... Only the attacker takes a bit of damage. ARW is really obvious in when he's going to be dangerous!

Anders is fine used like that. He does very little staff damage, but he keeps the other 3 party members perma-hasted and he constantly throws out heals and Chain Lightning Stagger combos. I don't recommend using a weak staff though, since staff damage influences Chain Lightning damage (although it doesn't gimp his heals/haste to have a weak stuff).
It's a bit of a cheat though to have him chain cast Martyr via tactics, since he doesn't need to be in Vengeance mode to do it (via tactics). Vengeance mode, with all of its penalties, was meant to balance out the awesomeness of a spammable Martyr spell.

The problem is the AI, more often that both Varric and Anders will go into AOE range and die oO.
Keeping a DW rogue live is with bad AI is a pain on nightmare.
The fight without any real debuffs make it difficult since I took Ander, Ave, DW Hawke and Varric. He just couldn't keep the group alive lol.

Nope both Anders and Varric set to ranged and only Ave set to Aggressive.
The ranged characters still ge clost enough to be AoE killed either that or rolls and squashes Anders
But even the +8% necklace and 21% staff he still can't fill up Aves HP's to full

It is a fact, thank God (We are obviously of different religious convictions). The use of Martyr essentially taps into Anders' health to cast spells AND reduce cooldowns, making him a semi-blood mage. That makes it prudent to have his WIL and CON be at comparable levels, which in turn results in a less squishy Anders. With greatly reduced cooldowns as well his 'effective spell DPS' goes through the roof. Heck, you can set his tactics to spam upgraded spirit bolt and Martyr in succession and by the end he'll do 400 spirit damage every 5 seconds. Find me a staff that can do that.
Also, by setting Health‹50% - Activate Panacea, Health>50% - Activate Vengeance, Health>50% - Use Martyr IN THAT ORDER in your tactics will make sure that you do not take advantage of the Martyr bug, except in extremely rare cases.

His best role is actually as a nuker-buffer combo. If you can spare 2 or 3 more talents and have him heal as well, all the better. Alongside my SH/FM/STAGGER damager mage he has the Vengeance part of his tree maxed, Elemental Mastery, Primal Mastery and Greater Haste along with Elem. Weapons. He almost never autoattacks more than once. There's always a spell to cast, his chain lightning STAGGER kills regenerate his health from 60 to 100% instantly, and he keeps the party permanently hasted. Not too shabby.
