No, I'm pretty sure Anderson mentions that she has short hair when he first sees her. Granted, I have not read the book in a long time, and I don't have it with me to check, but I'm pretty sure she had hair.

They seem to equate physical features that they don't posses with ones that they do. For example, Garrus compliments Femshep's hair in lieu of a fringe, and the guys at the inter-species bachelor party all identify parts of the Asari that look similar to their own species. I'm not sure that means that they have no concept of what hair is, though.
That makes me wonder if aliens who work in public relations have been forced to take "Human Orientalion" classes in order to bring them up to speed on things like body language, expessions, and basic cultural practices. Since it appears that humans have been expanding extremely rapidly, there's probably a greater need for those who know how to deal with them effectively. There's the potential for a lot of misunderstandings based on varations in culture. A fight could start over something that's offensive to one species but not to another.

Not exactly record time... the Salarians and Asari formed the council 20 years after their first contact. And yes, I constantly bring this up. Shhh.
I honestly think the human history of representative government is a big thing for us, here. Any species with that sort of history is going to make more of a stink over not having any actual power or representation in the government, while a military and deference-to-authority race like the Turians are likely to be more patient. Also, the Turians had just finished a millenium-long civil war when they were brought in to deal with the Krogan, it probably took them a while to get their own stuff together enough to have a unified voice.
