You know what would be a really nice project? A reset Ferelden. That is, you have the cities and places in existence, but reset so that the main game story is not present. Ideally it would be after the events of the story. So you would have, for example, Orzammar with a king and shopkeepers and such. A cleanish slate ready to be made interesting with people's modules.

All of the main locales of Ferelden that were present in the OC are available through the toolset. They are just blank with no NPCs or placeables, so it's free reign with those if you want.

Yep, but when two different people mod an area, is it compatable? I was kind of thinking of a central mod that people would add their mods to. An example would be the balmora Expanded mod for Morrowind. Several people made areas that would go into this one city, Balmora. Then someone got them together and they made it so the town got a unified facelift.

You could do it. One person would make a master mod that links the major areas to a map and any basic area transitions. Rebuild the Ferelden base, pretty easy. Then people would add their npcs to the major locations via, script placement. And any new areas could be added to the map and delivered via builder to player. You would need to centralize data on a forum or project, so that people knew what was in what area.
Then people could add mods like:
Ambient NPC
Merchants
Quest Givers
Lore
Foreshadowing NPC for bigger added campaigns.
Doable just requires a bit of extra work on the part of the module starter.

That would actually be a really neat idea. Sort of the original concept behind Neverwinter Nights, only better organized.
