Managing threat is challenging on nightmare!
I tried MANY party builds before finally finding a build that enabled a Weapon and Shield tank to maintain aggro on mobs 90% of the time. The approach I've found best so far, it to use "Disoriented" cross-class combos that enable the tank to inflict the vast majority of the party's damage. My rogue uses "Fatiguing Fog + Overpowering Fog (Sabotage)" and "Confusion + Chaos (Sabotage)" to apply the Disoriented state to enemy mobs.
My Weapon and Shield tank, Aveline, then uses "Assault + Battery (Weapon and Shield): 400%" and "Scatter + Disperse (Weapon and Shield): 300%" to inflict the great combo damage. This means that the tank is doing the big damage, and therefore maintaining high threat!
In between the combos, I use Bravery and its upgrades to generate passive threat. I use Taunt for emergencies, or Shield Bash when desperate. If both are on cool-down, then I can use the Rogue's Goad to taunt a mob onto the tank, or rogue's
Armistice to reduce threat on an Ally to zero.
I avoid any warrior talents that increase defense at the expensive of damage or attack speed, such as Shield Defense and Immovable, because these reduce damage and therefore reduce threat.
I run two mages for double healing, as well as healing specialisation Group Heal.
I ensure that the mages only influct staff damage, so as not to raise threat / draw aggro. However,
if mobs are on low health, then I'll use the warrior's Shield Bash to set a Stagger on the mobs, which enables the mages and rogue to do extreme cross-class combo damage with Chain Lightning and KickBack.
However, you must be careful when you use this, because your mages and rogue will generate massive threat, and draw aggro off the tank.
