Zulu and I have been predicting that ME3 would open with Shepard's trial since ME2 came out.
'Shepard's Trial' and 'Cerberus is still connected to the Alliance' being two of the more plausible ones.
Some of them may or may not work, depending on character. While invented characters wouldn't work well, prior-existing characters might: if we need Garrus for a story mission, for example, that Turian Female he mentioned might be justifiable (if she would appear, in a slightly different role, regardless). Grunt/Wrex would make good enough stand-ins for eachother, while Legion could be replaced by any Geth platform (if we would even notice). Add in a few others (Tali with Kal'Reegor, Thane with Koylat), and some* wouldn't be irreplaceable for story-missions.Another one: "Replacement" squadmates if X died.
*Mainly the ones who were already slated to be one-mission only characters.
