Eureka!!
The source of all of these problems is so simple that it doesn't even come to mind at first.

I really don't know how anyone hasn't noticed this before:
- Skip Tactics condition is in fact not bugged and working as intended.
- Jump To Tactic condition is actually bugged in the manner that it will jump to tactic X-1, when X is the tactic number it is configured to jump to.

So what's really happening is:
1. ally: hp: <50%: Heal                         ► Anders will use Heal properly
2. ally: hp: <50%: jump to tactic: 12     ► tactics will jump to 11
 ......
11. self: at least 1 enemy alive: skip tactics   ► skips tactics

All you need to do to fix this is to to change #2 to " jump to tactic: 13 " and it will actually jump to 12.

so I had it right in the first place.
the tactics in the spirit healer lesson were working because Elemental Weapons was before everything.
I didnt notice the damn things turning off

So, jumping to n-1, is that consistent at least? That is, working like that in any situation? Or only when used on a non-Hawke and it works as intended (jumping to n) on Hawke?

I have no idea. We need to test this accross all platforms and companions and see if it is.
Feel free to do this yourself and provide any input so we can get an image of how common that bug is.

Confirmed on all companions including Hawke and both siblings. PC 1.02

Well, here's a lame +1 then for PC 1.02 ...

I'm so glad this is solved. I never used for it again for being bugged, inconsistent, whatever. At least, this is something I can live with!

Mathematically, you would be correct.  However,  in programming x=x-1is not a statement of equality, it is an assignment of value, changing the value of x to x-1.  :P

Huh. Didn't know that. Apparently Suicidal did, though, as it makes perfect sense for the discussion at hand.

Anyway, I wasn't actually being serious. It was more of a random blurb than a criticsm. Unfortunately, that humor doesn't translate to text very well.
