Any time there is a source of flame in few during dialouge, my frame rate completely tanks.

The best example of this is during the conversation with the Keeper during "Night Terrors" when she talks to you alone.

Camera is pointed at Hawke, all is well.  Camera points at Keeper with a torch behind her head, framerate takes a huge plummet.

I run the game fine with all option at max.

I've experienced the same issue. My FPS also drops whenever the tree is in view during a dialogue scene in the Alienage.

my frame rate drops when there is fire in cutscenes or moving cloud shadows on the ground (e.g., Sundermount, Bone Pit).

Other than that I get excellent framerates.

I cannot complain about the lower fps with the fire/moving shadows because I would assume those scenes are simply more demanding.

Considering that I'm playing on a laptop with a relatively weak GPU (AMD Mobility 5830, limited to GDDR3) at 1920x1080, DX11, 16xAF, 2xAA, high res texture pack, very high detail, high quality motion blur, SSAO, I am thrilled with the performance.

The lighting effects and shadows are quite GPU heavy so you'll experience drops whenever those effects are being used a lot like the areas discribed. These lighting effects are only in high and very high i've noticed the framerate drops don;t happen with medium or low settings in DX10 or DX9.
