To make ME2 run smoother, and hopefully to make ME3 look smoother when it comes out too.
Here are my specs:
2,40 gigahertz Intel Core2 Quad Q6600 Processor
3070 megabytes of RAM
Direct-X 10
NVIDIA GeForce 8600 GS
Are there other specs I should post? And should I try to upgrade one of those?
What should I upgrade on my computer?

If you just want some performance boost, without setting up a hole new system, I see potential for
ram: If you run a 64bit system you should add some, currently cheap, 50%less then a year ago. If you don't, than this should be sufficient
graficscard: most effective for you I think, as your car is fairly old... for example a gtx 550/560 ti. easily outperforms your current card, Given that your processor cooperates properly, what i believ it should. You can also take an older card from a previoous generation: e.g. radeon 4870 still outperforms your card on many level . (Tipp: Check Benchmarks of your current card and compare)
Attention!: Check if your power supply is sufficient before upgrading your GC! A lot of new cards require ~500W
CPU: You have a 775 socket I assume. here i see also poential. may be a quad core. e.g. intel Q8400,
U could also overcloak the Q6600. I'm no expert, but i remember this one has good capbailities for oc. Therefor you should make sure u have a proper CPU cooler. This recuires some carefull handling though.

Graphic card ~100-200 Euro (reqires sufficient power spply!)
Ram : 2GB (DDr2) ~ 20 Euro
CPU: 100-200 Euro

Your main concern is your graphics card as you have a fairly old one. There are newer and better graphics cards you can get that are not very expensive. Even a Radeon HD5670 would be a vast improvement and it's really cheap.
Upgrade to 4GB of RAM since it is the standard these days for games.
I'm not familiar enough with Intel's sockets to reccomend a CPU but that seems handled already. But GPU upgraded to a more modern one and a small RAM upgrade should help you play games like Mass Effect 2 much smoother.

3 gigs of RAM is more than enough. I don't think I've seen any Bioware games use more than a gig or so.
I would think that your processor is fine too. It may not be the latest and greatest, but I doubt ME2 is lacking for processing power. (You could test this by running the game windowed and bringing up the task manager. Even while playing ME2, your CPU usage may not even be at 100%.)
So, if the ME games are your only concern, I concur that a graphics card upgrade is all you want. Though as Marn says, that could also mean a new power supply depending on what you have now.
