In general, I believe people get WAY too offended over nonsense. But here I would take offense. When any group of humans, be they mages or whoever, get their humanity stripped from them, it is a powerful enabler for perpetrators of violence.
I guess I can see it interpreted both ways. Personally, I think he's saying it's not safe to treat mages like you would regular people. I'm sure this is Templaring 101. If you treat Mary the Mage like your nice, friendly next door neighbor, then you are going to have a hard time killing her when she starts summoning demons. You'll hesitate. You'll say, "Mary wouldn't do that, she's good people." You, and probably a bunch of other people, will die.
Thrask is a perfect example of this. Grace starts spouting off like a crazy person, but he thinks, 'Wait, this is my buddy Grace. I just need to talk to her; she won't hurt me.' And then he goes squish.
I'm in no way saying this is a good system. But what do you expect one of the templars who doesn't end up demon fodder to say? I'm not surprised he says it.
