None if you talk to him before Virmire a few times and do his personal mission to get his family armor. In that case you can talk him down entirely without charm/intimidate.
Not sure how much you need if you're already stuck on Virmire without having done the quest though, sorry.

It has been awhile, but I have been told 10 or so unless one of two thing happen.
1) Do his family armor quest, and give it to him.
2) Don't recruit Garrus and don't have gone to get Liara yet and do the Virmire planet quest with only Tali, Ashley, Wrex and Kaidan as your teammates. This causes the game to require him to live to complete the team, thus you don't need any points.
By the way, it is Wrex, not Wrecks.
