I've noticed that when I cast the spell "Hemorrage", (upgraded form) most enemies have been able to resist it quite easily. It only does around 250 per hit damage...which seems awfully low. By the way, my magic score is 62. Is there something I am missing?

Practically no enemies can actually resist it. The only thing that lowers its damage is Magic Resist, which few creatures have in any amount.
Set up staggers and make sure that you're equipping a level-appropriate staff, and you should be good.

So essentially, I should use a warrior to stagger a mob, then use hemorrhage for the extra damage?

Precisely. Two-handed warriors with Sunder, Giant's Reach Cleave, and Claymore make staggering groups very easy, and Hemorrhage doesn't have Friendly Fire on Nightmare, so it's practically made to be cast upon Fenris.

Exactly. First and foremost, when you get into some skills, choose what you want to capitalize on with your warrior: staggers or disorients, and choose the matching abilities. With hemorrhage, that would be Fenris who effortlessly staggers enemies left and right.
