 So I have the tactics of my Fenris set up like this:

But whenever I have an enemy in Brittle status he never executes the tactic, as a test i changed the action of the tactic to use Mighty Blow instead (unupgraded yet btw) and he did do it, switched it back to Scythe again yet he did not. Any solutions to said problem or is this really a glitch?
