I'd say she's a mixed breed. A bit of latina, maybe even a bit of African and some anglo saxon or Welsh anceestory (given the sirname Williams). To be fair though, most humans in the Mass Effect universe are mixed race in some way or another these days. So she's probably a little bit of everything.

She's also a mix of tough, exotic, sassy, boldness and confidence. Something that scientists would call 'sexy'.

Yeah you know what? I'll classify her as that, 'Sexy'.

What does a Welsh look like? Don't all English Islanders look the same o_o... its like saying Austrians look Different from Germans... anyway I don't see the Hispanic at all... shes white complected, has a white last name, and is voiced by a black woman. Other than that her facial structure is straight white, I'm not seeing any Hispanic/ Latina attributes. Although I am down with the idea she is mixed with a large number of different races that have been added to the gene pool over the course of a century. She could be any number of things.
