 What is the maximal number of party members what can be survived in the end?

And how to save all of them?

If you don't have the download content, they can all survive till the end.

If you do have the download content however, you have to choose between Anders and Sebastian near the end.

To save them (Spoilers):

Carver/Bethany -
Grey Warden path: Take Carver/Bethany to the Deep Roads and take Anders with you. They'll rejoin near the end of the game.
Templer/Circle path: Don't take them to the Deep Roads, and then side with whichever they join near the end (Templars for Carver or Mages for Bethany)

Aveline -

If you side with mages: Max her friendship or Rivalry and complete all her personal quests
If you side with templars: She will always side with you if you choose the templars.

Fenris -
If you side with mages: Max his Friendship or Rivalry and complete his personal quests. He'll temporarily leave, but will return and can be convinced to rejoin you.
If you side with templars: He will always side with you if you choose the templars

Isabela -
Get her friendship/rivalry over 50% and complete her 'Questioning Beliefs' quest. Then during the final quest, don't give her to the Arishok.

Merril -
If you side with mages: She will always side with you if you choose the mages
If you side with templars: Max her Friendship or Rivalry and complete her personal quests. She'll temporarily leave, but will return and can be convinced to rejoin you.

Varric -
Will never leave you

Anders -
Side with the mages

If you side with the templars then you have to kill him.

You can also tell him to leave during act 2.

Sebastian -
Side with the templars

If you side with the mages then he vows to bring an army onto you and leaves.

i have dlc's, and i choose to kill anders, what be if i don't take with me sebastian in ending mission?

He is still there...for sure you have to pick between Anders and Sebastien, but you asked how many survive, and if you side with Anders, Seb walks off and survives (for now), therefore it is possible for all of them to survive. Also, if Fenris likes you enough, he comes back to your side anyway.

You wont unlock Sebastian then since you need to complete quests in Act 1 and 2 to unlock him and the choice between him and Anders is in Act 3.

Because Sebastion's events/quests occur before you finish the game. He is also unlocked in Act 2:

In Act 1 you must complete 'Duty'

In Act 2 you must complete 'Repentance' (just accepting the quest unlocks him)

If you don't unlock him in Act 2 he's gone permanently.

All the times i have sided with mages he hasn't ever leaved me, not even on rivalry path.
If you side with templars: He will always side with you if you choose the templars

She will not always leave, the two times i sided with Templars she remained with me, one save had her romanced and one save was just friends with her.

Varric -

Anders -

If you side with the templars then you have to kill him.
*Note that you can spare him, but he will return for battle with you later.

You can also tell him to leave during act 2.

Sebastian -
Side with the templars
Sebastian leaves if you don't kill Anders, i have sided with the Mages Five times, three of those times i killed Anders and Sebastian stayed.

If you side with the mages then he vows to bring an army onto you and leaves.
