As everyone said, you handed him to Dr. Chakwas. Sure, Cerberus operatives were involved in the operation, but she was the lead 'surgeon'.

Plus, cybernetics aren't that impressive in the MEverse.

Cybernetics have always been hand-wavingly 'whatever they're supposed to do' in the Mass Effect universe.

My answer would be in any way they could have hidden it somewhere in the implants and just 'assumed control' when they needed. Like in the moment Shep decided to destroy the collector base. TIM didn't count on Shep and the rest of the crew surviving anyway. I mean he probably gave them a small chance of surviving, but that's it.

Absolutely. I've already written it a number of times.

Which does not invalidate TIM's reasons for NOT doing so to Shepard in particular.

TIM didn't count on Shep and the rest of the crew surviving anyway. I mean he probably gave them a small chance of surviving, but that's it.

Because TIM didn't want Sheppy to be changed, right? thats what Miranda said so at the Cerberus base after you talk to him

If Garrus did have a mind control chip in his head and TIM did want to ‘assume control’ at the Collector Base Moment of Truth, TIM still would have had to transmit the signal to Garrus’s cranium. That means going through the QE system. 

Now, EDI’s was never any slouch in the electronic warfare department, all the more so now that she’s ‘unshackled.’ Believing she’s capable of letting TIM’s comm. signal through while simultaneously frustrating any secondary data channels requires no great suspension of disbelief.

I’m just sayin’ that if Garrus did have a mind control chip, there are explanations aplenty for as to why TIM never activated it.
