I came across what appears to be a bug with Anders' specialization skill "Blood of my Enemy". The problem, basically, is that it doesn't work. at all.
I did a little digging in the abi_base.gda and found something odd. In MAGE_ANDERS_VENGEANCE_FUELLED_RAGE, "Blood of my Enemy" skill, passive_1, passive_2, etc are not defined, nor is any script.
Usually there is one or more referenced passive ability pointing to an entry in passive_abilities.gda but there isn't for this skill. Since there is no passive ability referenced, and no script, I don't see how this could be working for anybody.
I'm running 1.02 of the game. I have some chargen mods but nothing that would affect this skill.
Can anyone confirm that the skill is working or not?
If you want to try adding the skill to see if it works, open the console and type: runscript addtalent 311040

Works for me.
This might sound silly but I've got to ask, is Vengeance active? is Anders the one that's delivering the finishing blow?

hmmm. I was quite confident that I tested it with Vengeance active, however, I'll test it again. I recall that the GDA file didn't actually require that Vengence should be active. lots of skills (e.g. group heal requiring panacea) have that kind of requirement, but the field was 0 for fuelled rage.

You're right. It is working for Anders.
I came across the problem while trying to reproduce the effect in the bloodmage skill tree without success. Still don't understand how it is working for Anders with no script or passive references

I'm sure many philosophers will debate about that question in years to come.
I still have no idea what that robot porno you wrote above is.
