"Justice" is a companion quest, so supposedly it is not required for the plot to continue? Suppose I don't help Anders to find his "dynamite" ingredients, but just go on with the rest of the quests. Does the story still continue (including blowing up the Chantry etc), or is Justice required for the final scenario to trigger?

If you don't help him, he'll do it anyway. You just don't get any loot or exp.

You also won't get his Questioning Beliefs dialogue. I think it also stops a romance from completing if you don't finish the quest. Something to keep in mind if that applies to you. (The rivalry romance scene post-Justice is awesome, and I say this as someone who doesn't like rivaling Anders. Seeing Justice come out is a powerful moment.)
