The statues in the Gallows - who do they represent?

Those statues sure as hell don't look like Tevinter magisters. Are they supposed to be Templars, given Cullen's reference to them as Templars? If so, are the grovelling slaves mages? Why would the Chantry place such distasteful imagery in the Gallows on purpose? Reminding the mages just how awful they have it is hardly the best way to maintain their complacency. Such a display would simply anger the mages further and increase instances of rebellion.
If they're Tevinter in origin, why do they look so much like Templars? Were the statues erected at different times, by different people? If so, why is the placement so suggestive of servitude and dominance? Was this simply an intentional action on Bioware's part, to elicit sympathy for the mages? Am I reading too much into this?

Yes this. The Gallows original purpose was to hold slaves and perform executions. It was 'repurposed' to hold mages by the current owners.
The veil is thinner there due to all the bad things that happened there in the past. So the Chantry weren't exactly being the sharpest tools in the shed keeping mages there.

Perhaps the armoured statues are supposed to represent the might and power of Tevinter subjegating the slaves.

It's rather hilarious that nobody ever noticed that the whole city is shaped like a glyph, the veil is awfully thin and nobody thinks twice about the high number of blood mages and demons in and around the city. What are the freaking templars, chantry members and circle mages are good for if they don't notice that?
As soon as our warden entered Warden's Keep he/she was like "Whoa, the veil is torn. Strange things are happening here" and he/she wasn't really an expert in that stuff.

The armor on the statues could have represented how some of the guard armor looked like back then. Having all the faces would signify that no matter what the slaves go they are being watched. The Andraste Statues seen later would have been added after the fact. There are alot of additions later like the Eagles and so on.

This one works for me. While Cutlass Jack's comment is the most technically correct, I think, given what happened in act 3 -- which had nothing to do with DA, lore, logic, story, art or any other thing that I could tell, makes this the best answer.
