The statues in the Gallows - who do they represent?

We're all familiar with the charming statuary present in the Gallows - those of hulking overlords bearing down on cowering slaves. According to lore and banter, they're Tevinter relics that the city just couldn't be bothered to tear down. However, did anyone notice, during a discussion with Cullen, how he looks to one of the armored hulks as he talks about Templars, and how they used to be welcomed?

Those statues sure as hell don't look like Tevinter magisters. Are they supposed to be Templars, given Cullen's reference to them as Templars? If so, are the grovelling slaves mages? Why would the Chantry place such distasteful imagery in the Gallows on purpose? Reminding the mages just how awful they have it is hardly the best way to maintain their complacency. Such a display would simply anger the mages further and increase instances of rebellion.

If they're Tevinter in origin, why do they look so much like Templars? Were the statues erected at different times, by different people? If so, why is the placement so suggestive of servitude and dominance? Was this simply an intentional action on Bioware's part, to elicit sympathy for the mages? Am I reading too much into this?

There Trevinter in origin, I think there suppose to represent slavery. Seeing as this was built before the mages were placed in there.

The hulking statues are EA and Bioware, the slaves represent us, the players

Yes this. The Gallows original purpose was to hold slaves and perform executions. It was 'repurposed' to hold mages by the current owners.

The veil is thinner there due to all the bad things that happened there in the past.  So the Chantry weren't exactly being the sharpest tools in the shed keeping mages there.

Yes this. The Gallows original purpose was to hold slaves and perform executions. It was 'repurposed' to hold mages by the current owners.

That is the most logical explanation. Do you believe that hulking knights are actually Tevinter mages?

Perhaps the armoured statues are supposed to represent the might and power of Tevinter subjegating the slaves.

The paying customers who just had to facepalm at DA2. Luckily, my sister bought me the game on my b-day. I'd be pretty ticked off if I had actually bought it myself.

To be fair to the Chantry (OMG, did I just say that?!) it's pretty stupid of the Circle not to realize it either.

To be fair to the Chantry (OMG, did I just say that?!) it's pretty stupid of the Circle not to realize it either.


It's rather hilarious that nobody ever noticed that the whole city is shaped like a glyph, the veil is awfully thin and nobody thinks twice about the high number of blood mages and demons in and around the city. What are the freaking templars, chantry members and circle mages are good for if they don't notice that?

As soon as our warden entered Warden's Keep he/she was like "Whoa, the veil is torn. Strange things are happening here" and he/she wasn't really an expert in that stuff.

The big statues probably represents a Tevinter slavedriver or overseer, while the slaves obviously represents slaves. Cullen look at the statues because that is how a lot of people see the Circle these days, with the slaves being replaced by mages and the overseer by templars.

The armor on the statues could have represented how some of the guard armor looked like back then. Having all the faces would signify that no matter what the slaves go they are being watched. The Andraste Statues seen later would have been added after the fact. There are alot of additions later like the Eagles and so on.

This one works for me. While Cutlass Jack's comment is the most technically correct, I think, given what happened in act 3 -- which had nothing to do with DA, lore, logic, story, art or any other thing that I could tell, makes this the best answer.
