Your issue is likely related to Sony's region encoding system for DLC content. The NTSC version of the game will only work with NTSC DLC content, and PAL version fo the game will only work with the PAL version fo the DLC content. If your game disk is NTSC, please make sure your PSN account is set to connect to the US store, and if your game disk is PAL please make sure you're connecting to a European/Australian verison of the PSN store. As far as I'm aware this is how all PS3 games handle DLC content and is not limited to Dragon Age.
