I honestly don't think anyone from ME2 will be permanent squad members, based on the fact that they all can die.
I believe Ashley/Kaidan & Liara will be the new Garrus & Tali.

The GI article says you are wrong.  Garrus is a squadmate in ME3.  Unless you let him die on SM of course.

My ME3 dream team:

Permanent Squadmates:

Garrus Vakarian
Ashley/Kaiden
Samara (I don't view this as likely, however)
Shiala
Tali
Liara
Jacob or Miranda

That's seven.  This James Sanders guy mentioned in the GI makes eight and keeps the crew from being too non-human.  If we don't get Samara, then make that last line Jacob AND Miranda.  Shiala is also unlikely, and if we don't get her, substitute a Krogan heavy hitter such as Grunt.

Temp Squadmates:

Wrex (perhaps a "Krogan recruitment" mission)
Shiala (if I can't get her as permanent squaddie, then as a temp for an "asari recruitment" mission would be cool)
David Anderson

Some as yet unnamed, high-end N7 badasses.  I feel this game has neglected showing some of humanity's finest soldiers beyond Shepard himself.

Mordin (maybe as a "salarian recruitment" mission)
Legion (again, likely to be Geth recruitment going on here)
Kal'Reegar (Quarian recruitment)

Ship's crew:

Joker, obviously
EDI
Dr Chakwas
Ken and Gabby
Mess Sgt Gardner

Guess you didn't read the part where it says "playable to some extent". We don't know if he's a full squadmate or just temporary.

I know where my money is on that equation.  And it's not on "cameo" appearance.

Here's how I see them doing it. Certain people will permanently be on your squad and usable for all missions. Others will be recruitable for support squad that either will not go on missions or be temporary sqaddies.

Permanent squad

Virmire Survivor - Confirmed
Garrus - Confirmed

Tali - There's been some discussion about Tali coming back. Some people have stated that since she could became a member of the admiralty board or exiled (based on your actions), she won't be recruitable or will only be a temporary sqaddie. I don't think so. Regardless of if you romanced her or not, Tali seems to be more quite to Shepard and would gladly drop anything to fight by his/her side. Tali does also does not have the political desire to be apart of the admiralty board and just her involvement alone it what happened in ME2 would probably lessen her chances of her gaining a seat, regardless of the outcome.

Miranda - She's a loyalist. With her refusal of Cerberus (if you were a paragon) she would certainly join you.

Jacob - The same as Miranda pretty much.

Support/Temporary Squad

Mordin - He wouldn't go with you on missions, but would rather work on the Normandy developing tech for fighting the reapers. He might also serve as your liaison to the Salarians.

Liara - though she is confirmed as a squad member, this could only be temporary. She could give you a few missions that she would have to go along, but would otherwise be using her Shadow Broker contacts to get you information and essentially doing the same thing Mordin would be doing, but with information.

Wrex - Wrex is rebuilding the Krogan. That doesn't leave him the time to fight along side you. With ME 3 seemingly built around recruiting various species to help you retake Earth, Wrex would more or less be your ambassador to the Krogan.

Jack - Jack was always along just for the ride. You broke her out of prison and she fights on your squad for the duration of the mission. I could see her getting a temporary squadmate role for a mission in which she reappears and wants you help with something (sort of like the loyalty missions). If you romanced her, you can recruit her after you do her mission. Otherwise she leaves and continues on her own.

Legion - Like Wrex, he would be an ambassador to the Geth.

Not on squad/cameo

Zaeed/Kasumi - because they were DLC

Thane - Because he is dying

Samara - Her oath lasted the duration of the suicide mission. She is now bound by the justicar code again and will be doing that. You may run into her, but that will be it.

Morinth - Morinth joined you as payment for killing her mother. Now that the debt is paid up, she has no need to be around you and will continue killing with sex as she wishes.

EDIT:
Forgot Grunt - Definitely a cameo character. He was never as linked into the main storyline as others were at would likely make for an entertaining cameo instead of a full, permanent squad character, or even a temp character.

Ashley/Kaiden-They're confirmed and it makes sense. They were kept off the squad in ME2 so they wouldn't be killed during the suicide mission. If they weren't with Shepard they'd be on Earth...which is being destroyed by Reapers, which would kill their survival chances.

Liara-She's confirmed as a full time squadmate? I feel that she might be more temporary as a squadmate but a very key NPC overall.

Wrex-As much as I love him, Wrex is either dead or uniting the Krogans. He's your best bet to get the Krogans on your side/allied with them, so he makes sense to be remaining an NPC.

Garrus-It isn't Mass Effect if Garrus isn't in your squad.

Tali-I like Tali but I think she'd be a more important character if she is back at the Flotilla working to get the Quarians onto your side/leading them agains the Reapers. However, since she could be exiled, I think we will see her return as a squadmate.

Miranda-She could be dead, she could still be loyal to Cerberus, or she could be loyal to Shepard. Because of this variation, I think there's a slimmer chance of seeing her as a squadmate. If she's loyal to Cerberus, she might be part of/leading the Illusive Man's team to hunt you down. Or, she could be conducting high level experiments on/about the Reapers to prepare human troops for the fight (reguardless of loyalty). I'd love to see her as Shepards XO again though.

Jacob-I don't see any reason Jacob wouldn't continue to follow you. He repsected you off the bat way more than TIM. Where else can you put him?

Thane-He was dying in ME2, and while all romances are expected to have a payoff in the third game (confirming that he will appear) I think it would be a cop out if he didn't dye. So, I think I see a more cameo role for him...but no, I do not want Kolyat as a squadmate.

Samara-She has her code to follow, and while that could mean she recognizes the Reapers as the biggest threat and decides to hang around, I somehow doubt it. (Not to mention you could also have killed her and taken Morinth, so I don't see them giving her a huge role)

Morinth-If you let her live maybe you'll see a sidequest involving her as a serial killer again. Joker "Hey Commander...didn't we kill one of these things already?" Shepard "UH....."

Jack-She could freak out on Shepard and have jumped ship sometime in the few months between games, or she could stay in your squad.

Grunt-You are his Battlemaster. I think Grunt is sticking around.

Mordin-He won't be a squadmate I don't think. He's probably going to be working on a cure to the genophage (this could be used to bribe/as incentive for the Krogan's to help you, if you tell them you have a cure or someone working on finding one). If Mordin is alive I think he will be an important character, since your technological defenses against the Reapers and indoctrination are going to be key.

Legion-Could be with you or, if you can persuade the Getht o fight the Old machines, he could be leading the Geth.

Kasumi-I would love to see the contents of her (grey box was it?) and the implications of that stuff explored, however I don't see her returning.

Zaeed-Again, would love to see him return and its probably more likely than seeing Kasmui return since the Zaeed came with all new copies of the game for free on the Xbox on initial release and also was packaged in when they shipped the game for the PS3, so its plausible that he'd be back, but I think it would be at most a cameo/NPC role and not as a squadmate.

Also, slightly unrelated, do we know if this James Sanders guy is the same one that Ashley references serving with in ME1? (In an e-mail to her sister)
