I'm a little unclear on this talent; do you have to use it on a target to get the threat bonus to taunt or threaten, or does simply having the talent confer the threat bonus?  Any info is appreciated; thanks in advance.

It adds a passive bonus to Taunt, an additional +100 points of threat, so 400 total. Looks like the tooltip is bugged however and it doesn't add any benefit to Threaten. The actual active ability is only 10 threat and doesn't need to be used to gain the passive bonus to Taunt, you get it automatically by spec'ing the talent.
