What do you need to create new hairstyles?

Hi, I've tried out a few of the mods out there, as so far I'm really pleased with some of them. I think it's great that we have been getting some superb mods even this soon after release. I am still a bit disapointed in Bioware when it comes to hairstyles, especially the male ones. I mean they included 2 'Tonsure'  monk-style haircuts that I don't think anyone will ever use for their PC, but they couldn't put a normal 'Caesar cut' in the game, a hairstyle that would probably be a very widely used in a medieval/fantasy? I'd just really like to see an average short haircut that isn't geled in the front (Alistair) or slicked back (Cullen).

So, my question is this, are there any mods in progress adding hairstyles to the game, and if not, what would one need to start making hairstyle mods themselves? What programs etc? Is it even possible? I know we got a ton of hairstyle-mods in Origins, but that might have been because of the tool-set.
