I had the following ideas regarding how the final battle could be better.

1) In Act 3 if you side with the mages Orsino states that he always felt that Meredith would use the right of Annulment and he has a plan to help save most of the mages. The plan involves Orsino and several volunteer mages using blood magic to turn into a pride abomination / flesh golem to give the remaining mages time to escape through a secret tunnel. Orsino mentions that he was able to do this thanks to the research of Quentin. Hawke mentions that Quentin killed his mother but Orsino can't respond because he starts transforming. Orsino then charges into the Gallows as your ally and helps you fight against Meredith and a vast number of Templars. After you win the battle Varric says that you retreated with the mages while Orsino was killed by Templar archers on boats (the boats were too far away for the Harvester to attack and it couldn't swim). The escaped mages then encourage other circles to revolt.

2) In Act 3 if you side with the Templars Meridith doesn't have a magic sword that can bring statues to life because it's nonsensical, instead she eats her 'special lyrium' before the battle to become more powerful (Templars are addicted to Lyrium). Hawke can then ask Meridith about the special lyrium and learn that it was the idol Bartrand sold. If you've completed Varric's quest you can comment that it made Bartrand insane but Meridith will dismiss this by claiming Bartrand was weak. Meridith then gives a speach about how dangerous mages are when the Harvester breaks out of the Gallows and starts attacking everyone. You then have to fight the Harvester with the support of waves of Templars and Meridith, who uses her special lyrium several times during the battle. After the battle Meridith dies as the repeated use of her special lyrium put too much strain on her body. The champion then becomes the Viscount because the Templars are a major power in the city and the popular Hawke supports them. As most of the mages were able to escape they encourage other circles to revolt.

As this is going to be very difficult to implement even if it is possible I plan to make it in stages. The first stage would involve adding Orsino in Harvester form to the battle against Meridith (either as your ally or enemy). Would this be possible?

With the toolset I imagine this would be doable, but I can see one complication you'll have no matter what. Recording new voice over. Without it, any rewritten scene will seem very incongruous with the rest of the story.

I know. Voices are one of the things I can't easily replicate, so the best I can do to explain it is to edit the subtitles and quest log. Unless I get very lucky and can rehash the existing dialogue I'll have to disable anything contradictory.

The main aim of this mod will have to be changing the ending first, explaining it to the player second.

I think the fight with Meredith would be improved dramatically if instead of the statues, you fought some of the accompanying Templars. Some stand with you and some stand with her.
I'm not completely sure as to what do to improve Orsino's exit, especially if you're siding with the mages..

The trick is to be able to do within the constraints of the existing VO files (both in-game and cut content).

How I can change the final battle depends upon what I can change in DA2.

Can you change the special abilities of the enemies?
Can you make new enemies?
Can you change which enemies are spawned?
Can you change how many waves are spawned?

I hope you can do something more with modding than changing just the main character and their party.
