Do I lose Swift Justice passive when Vengeance is deactivated?

It's active at all times. Passive Abilities (those that have a Circle icon) are active at all times once they're purchased. They don't need the ability before them to be active before they work. So Destroyer doesn't need Control to be Active, and Massacre doesn't only take affect when Cleave is active.

Nope its active at all times. I tend to train vengence for it on all playthroughs, since -20% cooldown is nice to have.
