 i want to get the achievement of the romances,

i have leliana with an 80 affection level and have already done her quest. i have the romance set but i cant even get a kiss. i m a female char

Have you talked to her at camp after you finished her personal quest? Should be some dialog about Marjolaine and whatnot, which can end in bedding her (and that's what the romance achievements count, as I recall).

As I recall, you need around 90 affection before she beds you.

That's possible.  I tend to max my companions approval scores out early, thanks to the Feastday gifts/pranks pack (ftw!). (well, that and the wiki, so I can carefully dance through their dialog)

This page here may be of some help also.  It covers dialog with Leliana, in case you want to wiggle a few extra brownie points out of her.

The sex topic will come up eventually with high enough approval.

It is quite possible to max her approval without gifts, though they can help speed up the process.

The only time she'll kiss you (and just on the cheek!) is when you give her a special gift (one with a cutscene) and directly ask. 

She won't sleep with you until she's in love with you (over ~90 approval rating, iirc).
