Any help/constructive feedback is apprciated :) let me know if additional details are needed/desired and I'll provide them as I'm able :)  [I have already submitted the following report to EA technical support, they informed me there was no solution they were aware of and to post here instead]
Report follows.

1. Physical Copy of Dragon Age II Signature Edition, shipped from GameStop.  Patched to v1.02 with High Resolution Textures pack instilled.

2. System Details
           * Processor: AMD Phenom™ II X6 1055T Processor / Clock Speed: 2803 MHz /
    * RAM: 11.9 GB
           * Display Adapter: ATI Radeon HD 4850 / VRAM: 1.00 GB /
    * Driver Version: CATALYST 11.4
           * Sound Adapter: Speakers (Realtek High Definition Audio)
    * Driver Version: 6.0.1.6167
        -Details: Realtek Semiconductor Corp. Driver: RTKVHD64.sys [6.0.1.6167]
           * Operating System: Microsoft Windows 7 Professional   (6.1.7600)
           * DirectX Version: DirectX 11 (Jun2010) or later

Details about your problem.
1. Unable to select the following;  Very High graphics detail setting,  Diffusion depth of field, High-quality blur.
2. This problem started occurring when I switched the game from windowed to full screen.  The problem now persists in either mode.
3. Problem occurs throughout the entire game, the following settings are ‘grayed out’ and unselectable from either the configuration utility or in game Video Settings menu. Very High graphics detail setting,  Diffusion depth of field, High-quality blur.

4. What are the steps in replicating the problem?
      Problem first occurred when I was in the opening menu for the game.  I had just launched the game and there was no playthrough loaded at the time.  I altered the video settings from Windowed to Full Screen.  The problem has remained since that time regardless of what mode I run the game in.  Restarting the game client, the configuration utility, and my computer have all changed nothing.
5. I have modified my game in no fashion beyond the installation of official patches.

Do you have the renderer set to DirectX 11? It won't let you select Very High unless you have DirectX 11 both installed and selected, and the two checkboxes you mention are tied to DX11 rendering.

EDIT:  Actually, I'll bet the problem is your video card.  I believe the 4850 only supports up to DX10.

It's the video card.

The Radeon 4xxx series does not actually support DX11. Not sure if it was a driver update or the game update, but the removal of the very high option is actually fixing a bug. It gracefully downgraded if the card didn't support dx 11 anyways, so it wasn't a big deal. You see the same thing as you did before, now the settings reflect it better.

I know because, I had the 4870 x2 in this computer until a few days ago when I stole my wife's video card (she's not a gamer -- she doesn't need it). I noticed the same change. The DX11 version does look better, but it's not that big of a difference.

Ah, well then that makes sense *wry grin* thanks guys, guess I'll be in the market for a new GPU here in awhile (tho honestly much as I'd love to see the game glory I think I'll wait for the next upcoming series of card before buying a new one).

Thanks again :)

A solid plan. the 4xxx series are still very good cards, imo. I'm not switching back, obviously, but the dx10 vs. dx11 difference isn't worth putting down money for a new card. At least not for DA2.
