Weird Graphics problem.

Intel® Core™2 CPU          6600  @ 3.2 GHZ
RAM: 5 GB
Windows 7 64 bit
Nvidia Geforce 7600 GTxxx xfx - Driver Version 197.45
Realtek Audio version 6.0.1.6299 (updating as I write)

OK, this is hardly a cutting-edge PC, but it worked fine with both mass effect games. I played the second game with scarring in the graphics until I found the technical support thread stating the best driver version for the game. However, I have a problem. I only found the driver after I had updated my card with the latest drivers, which was a beta of 260 or something from Nvidia.
Since this point, Mass effect 2 has run, but the screen flickers. The effect is almost like a tube light being switched on for the first time, or during the time its life has come to an end.
So I rolled back to 197.45 (I used driver cleaner to get rid of everything!), but the issue persists and I have reached the end of my tether.
I realise that it was time to update my card, but money does not grow on trees and I'd like to see if there's a cheaper way to fix this so I can play the latest DLC.
Does anyone have any ideas?

Ever do any over-clocking? That can break your card if you push it too much. Your card could also be overheating, but that usually causes tons of tiny artifacts (little dots.)

Your overclocked CPU might be causing the problem. The Core 2 Duo E6600's normal clock speed is 2.4 GHz. Overclocking can cause issues in some games, and you won't gain much by overclocking with such an old graphics card.

The weird point about it is yes, the cpu is over clocked but the card worked perfectly for my first play through of ME2 (aside from the drivers causing the scarred faces). When I updated to the latest drivers, they now do this and won't go away, even though I've rolled back. I've cleaned the card etc, but it doesn't seem to work. It looks like an over clock issue, but it's not something that's happened before and I don't understand why it would do it now :(... oh well, gtx 460 here i come.

Be carefull if you get a recent graphic card with an old cpu like e6600. You might get a bottleneck issue
If i were you , i'd choose something a bit less powerfull like a Radeon 6790, which is cheaper and only a little step before the 460 gtx

Mind if I ask you if you have some concrete pointers on that (I don't know how to phrase that without sounding rude) The reason I never chose anything above 460 gtx was partly due to cost, but also it wasn't worth it with the older processor

Also, the reason I ask is I'm looking for some larger resolutions now, so as long as the game isn't cpu intensive, it should surely minimize those risks?

Sorry, I was a little quick on my last post, let me explain myself. 

It's pretty difficult to show concrete documents about the problem, since it would require multiple cross testings between various CPUs , GPUs and games. I found nothing relevant for an e6600 and a 460 gtx.

But your CPU is 3 years old and the 460 GTX is middle 2010 if i'm right. So it does make sense to me that a 460 GTX can process more datas than a core2duo can handle, even overclocked. ( Even though the difference is not dramatical )

But i'm not trying to be pessimistic or anything, I believe that your overclocked e6600 might run quite well with the 460 gtx. 
You will probably get a bottleneck effect on some games, let's say about 10 to 15% performance loss.

The point is, that it will run much better than a 7600 gt and that there will be room for improvement if you upgrade your CPU in the future. So you can forget what i said before about buying another card, the 460 gtx should be fine.

Be carefull on your PSU though, the 460 gtx is consuming about 150 to 160 watts.

I can't run me2 simply because my graphics card was made by Intel.
Other than that it greatly exceeds the games requirements.

Thank you Sawp - just to let you know,
I will buy the 460 because next year I will upgrade my computer and use that card. Right now, the new card will give me the biggest improvement, and I don't think I'm likely to notice the loss just at the moment.
