Also, Martyr spamming. Might wanna give him Heal, as well, because he can heal others despite being in Vengeance mode. No such thing as excessive backup healing.

25% health your first priority should be healing yourself, not activating panacea.
You could do Self: Party Health: 2 teammebers below 50% = activate panacea
or do 2 lines, one for self health is low, second for ally health is low.

Okay, that works for Panacea. But if I'm a Spirit Healer, does Anders still really need Panacea, or should I go with it anyway, because my mage is more of a damaging mage?

I set panacea to activate if Anders health was < 50% (cause the poor love is pretty squishy) and deactivate again if his health if >= to 75%
Edit: Apparently Anders can work pretty well as a nuker too following the Vengeance line, you could then go full SH for your mage. Just remember that Anders takes 50% more damage in Vengeance mode than he normally would so keep an eye on him.

If you have it as the last tactic it will basically mean if a) everything is on cooldown or
I personally have him set up mostly as a nuker with the creation tree. Near permanent haste cause he's spamming martyr to keep bringing it off cooldown, heal whenever its needed with him mostly disabling vengeance at 50% healing himself and continuing to nuke, and if you have his friendship with vengeance/wrath he has +30% to all damage

With my party I could get away with only the basic heal as nothing really got close once with that much CC, he mostly only used it on himself when he dropped below 50% (which is when i had him deactivate vengeance)
Note if you take him into the fade in night terrors (act 2) he gets the vengeance ability for free
