I've done this quest several times and each time I got rid of all 5 groups when to him in the docks and all I got was a staff and the arrow remained so the quest never cleared.Is there something else I have to do or is this a bug

It's a bug for the quest to stay in your logs and for it to look like you still have a turn in to him. If he gave you a staff then you completed the quest. There is nothing more to him.

it's disappointing, I was hoping for a followup quest or at least a conversation that could clear up some of the inconsistencies with Leliana's Song and the version she tells the Warden
but since BioWare didn't clear those up I incorporated my own explanation in my parody (link in sig! cheap advertising, I know, I know...)
there isn't even a comment from Varric about his storytellers remark

The quest will eventually be cleaned up and placed in the right part of the journal. Pretty sure it happens when the final main quest of Act II is started.

Uh, yeah, they did clear it up:  listen to Leliana's narration at the end and look at what the achievement for completing it says.  It's just one version she's told for "public consumption".  You were never intended to think that's what "really" happened.

I must have forgotten that from the ending, and I never pay too much attention to the achievements to be honest
