Kind of, but you can get slightly lesser generated staves for a fraction of the price. I love Cold-Blooded, but it came down to that, or no Ring of the Ferryman/RoUC. Sacrifices had to be made.

cold blooded cripples act 3 purchases and has its base damage surpassed before the end of act 2.

It does make sense, I can honestly say I've never tried the ring(s) mentioned because as you said.  I'm freaking broke in act 3 because I bought cold blooded.  113g is it?  Crippling price tag.

Just hit a Shade for near 10k on a Chain Lightning, thank you Ring of the Ferryman and Eye of the Storm.

Question: Has anyone seen a generated staff with bonus cold damage? Either in the form of + or %, anything? I don't believe I have, in the whole of my two mage playthroughs.

So what do you think of Mutiny with a Frost rune, as opposed to blowing huge money on Cold-Blooded? I'll be doing the Weapons section soon, and I'd like to provide a decent alternative to it.

Been testing a few things in act 2 with something similar to this:
Hawke has Heroic Aura leaving anders to just Vengeance

so with 20% consumed I'm using:

self: mana: >75%: skip tactics
self: Hp: >75%: Martyr
self: mana: <10%: Lyrium Poultice

He's not burning a useless Martyr at the start of combat or a 2nd cast right after the first one. 
Because of this, his overall dps is up.
