I already imported my me1 shepand completed me2 multiple times with him, but if i import a final me1 campaign with my me1 shep into me2 and start a new game will my bonus powers still be there from unlocking them with my previous me2 shep?

Yes, you get to choose a bonus power at the start from any of the bonus powers you have unlocked on previous playthroughs. There is a bug that doesn't allow you to selct stasis, but you can respec into it.
