I have 400 bioware points, that appear as available in DAO but are not available for DA2.
can the points be transfered?

The Bioware point are for all their games so you should be able to buy stuff for it in DA2 as well. However since Bioware use the same system as in mass effect 2 in DA2 you have to buy the stuff in the social forum and manually download it.
