Because I finally heard the dialogue for the first time after DLing Arrival.
Did Arrival fix the Samara/Morinth audio issue?

I think it actually depends on what disc you have in the 360 when doing this mission. On my first playthrough I think I had disc 1 in and couldn't hear the dialogue but the last two times I kept disc 2 in and it plays fine...

Curious, does it matter if you have the game installed to your HD? Cause I don't recall ever having any audio problems...

I think I may have stumbled upon a fix for the audio cut out during the Samara / Morinth biotic clash. I set the volume for voice / sfx / music down to 70%, and used a pair of logitec computer speakers with external volume control to boost the volume back up to the level that I like it. After I adopted this setup, I have played through the samara morinth conflict, the suicide mission speech, and the YMIR fight at Grunt's loyalty mission, two times each without audio troubles. (I used to get audio cut outs routinely at these points in the game)
