There are several characters who might be of Russian heritage. At least their surnames look as such.
Aside from mentioned above Tartakovsky from Noverria, there is Rear Admiral Mikhailovich, who is inspecting the Normandy in the first game.
Then there is Petrovsky family, and you can help them to settle the argument about the child. And in the second game they are in the Sirta foundation shop, arguing again.
Also in the second game the description of planet Patsayev mentions really epic Russian miner.
And back on topic, I hope there are new LIs for the third game, as I have two celibate Shepards (mShep and fShep) for such occasion.

I think 1 or 2 new ones will be introduced (per gender). I'm guessing Gillian Grayson is one of them.

My Shepard is very saving-the-galaxy focused, but it would be nice if they could work it so the relationships can come to fruition at this late stage

Gillian would be like 15 years old if the game isnt set several years after ME2 so no. Its legal in my country but not in The US OF ACannotCompute wrote...

This wouldnt appeal to followers of the whole series since most of us have multiple playthroughs with different LIs.PlumPaul82393 wrote...
I don't see why not, although it would be hard to not make it seem like it was a rushed romance. Also I agree with toby it would be cool if we could romance those we didn't in the other games.
It wouldnt bring anything new. Romancing jack in ME3 wont suddenly be a whole new experience compared to ME2

well I'm saying if you want to end the ME series with a different LI being able to romance them without replaying the other games would be nice. Although I really wouldn't care if it wasn't an option.

No. Please focus on the story. Stopping a fleet of Reapers is way too important to be wasting time with feelings and romance.
Who said anything about love? Shep just wants to get them in bed.

LI's from ME1 and ME2 being romancable even if you didn't romance them in the other games is a good idea.
Wouldn't mind a new LI for both genders but that's it really, a bit similar to the squadmate situation I don't want BioWare thrusting us with new characters in favor of old ones simply because "character X might be unavailable because of scenarios A and B" in one of the other games.
As for making a game for newcomers and it's part three of a trilogy seems strange, it's like someone at BW saying "oh so you didn't want to play the other ME games, that's ok we're gonna make our final game where stuff from those silly other games doesn't matter, everyone's happy right?"
Hoping they don't go overboard with this idea.
This.
I hate when they give the newcomers something as compensation because they're too lazy to invest time in the other games like most of us have.
I represent said "newcomers" I started with ME2 and tried and finished ME1 nd hated it, never went back, didn't even import my save, I use the Gibbed editor if i want an import save. I believe there should be romances for the simple fact of choice. You don't want them, don't romance them. Simple.
However, even though most complain, most will romance the new ones because it's content, ME fans are notoriously known for loving game content/
And besides, there will be we know, for sure, romance is to Mass Effect what the sex mini-games were to God of War, a well-known staple of the franchise.
